I'll bet DJT has obstructive sleep apnea (OSA) given his age, sex, and weight are all of the 3 main demographic risk factors for it and he is falling asleep in situations that are on the Epworth Sleepiness Scale. Hope he gets care and compassion for sleepiness and that he extends care and compassion to others.

I know it doesn't have any bearing on the scene, but the thing I find most interesting here is that Chuck doesn't actually prove his own condition wrong here. Chuck states that he only feels discomfort with his condition when electrical current is flowing, but batteries don't have any current flowing through them when they're not plugged in. Chuck doesn't know this, so when he pulls out the battery, he's shocked even though he SHOULDN'T feel anything, which is another bit of subtext about the condition being psychosomatic. Also, cell phones tend to have a small battery called a Cmos battery in them which helps them do things like recording the time when they don't have battery life, so Chuck should feel that from Jimmy's empty phone. Just another cool unintentional detail.

Perhaps we just stop electing people who are so old that they will regularly fall asleep while doing their job or in court. If in my lifetime I see a cutoff age for running for any office, I'll die happy. If a legal adult can't run for office until 17 years after they have been deemed a legal adult, then we should restrict people who are within 17 years of the national average life expectancy as well. If only being an adult for 16 years is too young, then being 16 years away from death of natural causes is too old.
